Committee members heard testimony from the chair and ranking member of the Senate Governmental Affairs Committee concerning its investigation into campaign finance irregularities in the 1996 elections. Members then debated the scope and funding for the investigation included in the resolution which the Senate would have to approve. The committee approved Senator Warner’s amended version of a S.R. 39, the authorizing resolution for the investigation by a strictly partisan vote. The resolution provided $4.35 million for the investigation which must end by December 31. It also restricts the scope to “illegal” activities, contrary to the original resolution which contained the word “improper.” close
