As part of an annual conference of conservative organizations, Mr. Gaffney spoke about why the Senate should refuse to ratify the Chemical Weapons Convention, which is currently before it. He argued that the treaty would unacceptably curtail U.S. sovereignty and would not be verifiable. The treaty would ban the use of chemical weapons and will go into effect in April whether or not the U.S. Senate ratifies it. close
