After returning from a summit with Russian President Boris Yeltsin in Helsinki, President Bill Clinton talked about the need for flexible time legislation. He critiqued the proposal passed by the House earlier in the week and offered changes which would ensure that he would sign it, principally giving employees more control over when they take compensatory time. close
