Committee members heard testimony from administration officials, senators, students and education experts concerning proposals to increase access to higher education. Several Republicans criticized the president’s plan because they argued it would raise education costs even higher by providing partial subsidies and several Democrats criticized the plan because it did not provide enough assistance for lower income individuals. They also heard testimony about alternative proposals, such as tax free savings for education and pre-paid tuition plans in use by many states. close
