In a portion of debate beginning at about 5:30 pm, members debated a constitutional amendment which would require a 2/3 majority of Congress to raise taxes through changes in the internal revenue code. Proponents argued that this would restrain federal spending and is consistent with other 2/3 requirements in the Constitution. Opponents argued that this was in contradiction to the legislative principle of majority rule and would thus give the minority too much power. The measure failed to gain a 2/3 majority with a 233 to 190 vote. close
