In the morning session of the White House Conference on Early Childhood Development, the first lady talked about recent research on how babies' brains grow and encouraged parents and care-givers to talk to and read to even the youngest infants. President Clinton talked about the importance of children’s futures and listed other child-oriented accomplishments of his administration. He pledged to expand Early Head Start enrollment. Then the president and first lady moderated a a panel of experts discussing biological and behavioral research in infant and child development and exploring ways of putting this information to practical use for the wellbeing of all children and the strengthening of families. close
