Mr. Connerly, who led the effort to pass Proposition 209, which ended state affirmative action programs, spoke about the need to protect and redefine civil rights in the U.S. so that discrimination of all kinds is not practiced by government agencies. He stressed that affirmative action programs contribute to more discord among citizens which threatens the continuance of U.S. democracy.
