Committee members heard testimony on S.191, sponsored by Senator Helms, a bill to reduce the criminal use of firearms. Senator Helms, Justice Department officials, prosecutors, a police commissioner, and a gun-control advocate testified. S.191 was a bill that would change the penalty for crimes involving guns in relation to the Supreme Court decision in “Bailey v. the United States” where a unanimous Court held that a criminal must actively employ a firearm to be convicted of a criminal charge. The hearing was held to assess the need for corrective legislation. close
