The Privacy and Civil Liberties Oversight Board (PCLOB) held an open meeting to release their Report on the Telephone Records Program under Section 215 of the USA PATRIOT Act and on the Operations of the Foreign Intelligence Surveillance Court. The board found that the National Security Agency (NSA) program that collects data on nearly every U.S. telephone call was not legal and had been largely useless in thwarting terrorism.
