President Clinton and Secretary Riley announced that U.S. fourth graders placed second in science and fifth in math in the third International Mathematics and Science Study, which tested students in 26 countries. They said that this result demonstrates that U.S. students can succeed academically against global competition if given the right tools and that it underscores the need for states to adopt national standards in basic skills such as math and reading as soon as possible. close
