The Senate voted on amendments to and passed its first budget reconciliation bill, which reduces entitlement spending by a net $136 billion over five years. The bill reduces Medicare, Medicaid, and management of the student loan program, and is part of the budget reconciliation process designed to reduce the deficit and reach a balance budget by 2002. After voting on the measure, members recessed briefly in order to welcome some foreign dignitaries to the floor. Senate rules prohibit being in session when foreign dignitaries come to the chamber. close
