Former vice presidential candidate Kemp and Rep. Gephardt held a debate regarding the economic future of cities, affirmative action and the budget bill. Mr. Williams moderated the debate. Rep. Gephardt said that the government should not do away with efforts such as affirmative action civil rights legislation.
