Effect of Tobacco Settlements on States Panelists discussed the impact of the recent settlement between the tobacco companies and state attorneys general. They examined the pros and cons of the agreement, how it can be improved upon and its impact on states, especially their health care spending. Mr. Bristow and Mr. Novelli outlined their concerns about the settlement. Mr. Barger talked about his group’s anti-tobacco activities in Pennsylvania.
