Senate Governmental Affairs Committee members heard testimony from Joseph Sandler concerning Democratic fund-raising practices during the last campaign. Much of his testimony focused on the Vice President Al Gore fund-raising activities by telephone from the White House. He stressed that he believed that Vice President Gore did nothing illegal because he thought he was asking for “soft money” contributions, those for party building but not for specific candidates, even if some of the donations were later split into “soft” and “hard” money by Democratic campaign officials. close
