Joined by his foreign policy advisers, President Clinton outlined recent U.S. efforts to ban anti-personnel land mines and to destroy mines in tens of nations. He also explained why he could not sign the recently negotiated Oslo treaty banning these mines because some U.S. mines which are crucial to troop defense in areas such as Korea would be banned under the treaty.
