Mr. Abner Mikva, Former White House Counsel, Congressman & Appeals Court Judge, spoke about judicial review of state ballot initiatives and referendums. He stated that he believed judges should not be put in such a position to nullify such initiatives but that citizens should be more careful in supporting initiatives, most of which he claimed are misguided, simple attempts to solve complicated problems.
