Congressman Bill Archer (R-Texas) released his plan for Internal Revenue Service Reform. The reforms include putting the burden of proof on the IRS for cases which reach tax courts, increasing taxpayer rights and creating an independent oversight board. He stressed that he hoped to pass the bill before the end of the congressional session and that he would not compromise with the president who opposes several aspects of the current proposal. He was joined by Congressman Rob Portman (R-Ohio) and Congressman Ben Cardin (D-Maryland). close
