In an excerpt beginning at about 11:40 a.m., senators debated a motion to proceed to debate on legislation to reauthorize the president’s fast-track trade negotiating authority, which lapsed at the end of 1994. Senator Phil Gramm, R-TX, spoke in support of the president’s fast-track authority request and Senator Kent Conrad, D-ND, spoke in opposition to it. Senators voted to proceed by a 68 to 31 vote. close
