Lieutenant Colonel Oliver North was questioned further by committee members, including Representative Boland on the Boland amendment. The committee chairs then directed summary statements to Lieutenant Colonel North. Representative Lee Hamilton pointed to the arms-for-hostages arrangement as undermining U.S. policy. He also commented on the need for covert actions to be conducted within procedural guidelines. Representative Hamilton concluded that “democracy has its frustrations but we know of no better system of government, and when that democratic process is subverted, we risk all that we cherish.”

Senator Daniel Inouye referred to the popular support for North, especially among young people. Senator Inouye said that he voted against aid to the Contras because it would inevitably lead to young people being sent into the conflict.
