The U.S. Ambassador to the United Nations, Bill Richardson, reacted to reports that the Russian had negotiated with Iraq to allow U.N. weapons inspectors back into the country. He stressed that Iraq must allow unconditional access to all possible weapons sites. He also emphasized that sanctions will not be lifted until all U.N.
