The chief litigator for the United States before the Supreme Court discussed his role as solicitor general and his career. Starr joined the District of Columbia Circuit Court of Appeals in 1983. That appointment by President Reagan made Starr, then age 37, the youngest federal appellate judge in the nation. Early in his career Starr served as a law clerk for Chief Justice Warren Burger. close
