Beginning at 9:30 am on July 25th, 1997, The U.S. Senate debated Resolution 98, a non-binding resolution on the negotiations of the Global Climate Change Treaty, sponsored by Senators Robert Byrd and Chuck Hagel. The resolution urges President Bill Clinton not to sign the treaty if it will damage the U.S. economy or if it does not include all nations. Senators approved the resolution by a 95 to 0 vote. close
