The Senate agreed to the conference report on H.R. 2989, making appropriatons for the Treasury Dept., the U.S. Postal Service, the Executive Office of the President, and certain independent agencies for FY90. The Senate recessed to meet with the House for the purpose of hearing an address by the president of the Republic of Korea. The Senate resumed debate on S.J.Res. 180 proposing an amendment to the U.S. Constitution authorizing the Congress and the States to prohibit the physical desecration of the U.S. flag. close
