Representatives of over 100 nations met in Ottawa to discuss and sign a ban on anti-personnel land mines. The treaty bans the use, storage, production and transfer of such mines. In September, President Clinton decided that the U.S. should not sign the treaty because some types of mines which are still militarily necessary in areas such as Korea would be banned by the treaty. close
