Participants discussed the proposed settlement between state attorneys general and several tobacco companies. Mr. Brandt focused on the change in public attitude from smoker responsibility to tobacco company responsibility. Attorney General Blumenthal focused on the reasons for the settlement. Mr. Koh spoke about the shortcomings of the settlement, including insufficient FDA regulation of nicotine and penalties for not meeting teen smoking reduction goals. After their presentations, they took questions from the audience. close
