General McCaffrey talked with reporters about an initiative President Clinton will announce later this afternoon. He described the large percentages of prison inmates who are incarcerated for drug- and alcohol-related crimes. He also said that all too often drugs are available in prisons and jails and emphasized that jail time must be “cold turkey” for drug addicts. President Clinton’s proposal will include funds for testing and residential substance abuse treatment block grants for state penal facilities. He took questions from the press. close
