Chairman Kennard held a news conference to release a Federal Communications Report on the implications of the Telecommunications Act of 1996 on cable competition. He stated that the FCC is committed to allowing competition in the long run but also protecting consumers from rising cable rates in the intermediate period. He also stated that the FCC must implement rules to spur the development of competition by allowing equal access to consumers for non-cable entities, such as digital satellite services. close
