The speaker pro tem steps down and another member assumes the chair as the chair of the Committee of the Whole. The mace is lowered to the floor to indicate that the House is no longer meeting formally, but is meeting as a committee. This facilitates faster progress in handling legislation and requires fewer members for a quourum.
