"The Farm Bill's sugar program is another masterful scam. The USDA operates a complex system of import tariffs, loans, and government production quotas that restrict sugar imports and keeps sugar prices artificially high. The sugar barons will tell you that USDA's sugar program operates at 'no net cost' to the American taxpayer because sugar doesn't receive 'direct payments.'
