The Federal Communications Commission (FCC) considered new "net neutrality" rules, also known as "open Internet." Members voted 3-2 in favor of Chair Tom Wheeler's proposed rule changes that reclassify high-speed broadband as a public utility. The rules are designed to prohibit Internet service providers from blocking or discriminating against legal content moving through their networks. It would also stop content providers from paying for preferential treatment "fast lanes." ** This clip is part of C-SPAN Classroom's FREE resources for teachers and students.
