The Federal Communications Commission (FCC) considered new "net neutrality" rules, also known as "open Internet." Members voted 3-2 in favor of Chair Tom Wheeler's proposed rule changes that reclassify high-speed broadband as a public utility. The rules are designed to prohibit Internet service providers from blocking or discriminating against legal content moving through their networks.
