During a speech on the floor of the Senate, Intelligence Committee chair, Sen. Richard Burr (R-NC), revealed that the NSA has a bulk collection program for domestic Internet Protocol (IP) addresses under the Executive Branch's interpretation of Section 215 of the Patriot Act. In 2013, Edward Snowden revealed that the NSA uses Section 215 to compel US Telecommunications Companies to provide daily metadata records for every phone call made in America (1)(2). Until today, no US official had publicly acknowledged that NSA uses Section 215 to compel Internet Service Providers (ISPs) to provide them with Internet metadata records without a warrant. Although Sen. Burr does not provide additional details, it is likely that the NSA compels US ISPs to provide information in a similar fashion to the call records program. Under that assumption, each US ISP would likely provide daily Internet metadata records including, but not necessarily limited to, source IP Address (i.e. personal laptop) and close
