Secretary of Defense Ashton Carter explains his rationalization for veto of the National Defense Authorization Act of 2016 that contains several provisions. Among them is the Iran Terror Victims Act introduced by Congressman Patrick Meeham (R-PA) and in the Senate by Senators Pat Toomey (R-PA) and Mark Kirk (R-Ill). That bill bars the lifting of $43.5 billion of sequestered funds equivalent to the awards made in Federal court rulings for more than 700 victims of Iranian sponsored terrorism. The Islamic Regime of Iran has refused to pay those claims. close
