Arnold Schwarzenegger: Congress Won't Fix Gerrymandering

Former California Governor Arnold Schwarzenegger calls out Congress for operating under a "fixed system," saying, "it's time to terminate gerrymandering." He says only the Supreme Court can fairly address the issue now.
