During an appearance at John Hopkins University, to unveil the U.S. National Defense Strategy, Defense Secretary James Mattis says no enemy in the field has done more to harm military readiness than the combined impact of the Budget Control Act and continuing resolutions, adding that he is optimistic that Congress will do the right thing when it comes to funding the military. He says, "We need Congress back in the driver's seat on budget decisions not in the spectator's seat."
