British Prime Minister Theresa May tells the House of Commons that it is "highly likely" that Russia was responsible for an attack on former spy Sergei Skirpal and his daughter Yulia at a restuarant in Salisbury, England on March 4. She says the chemical used in the attack has been identified as identified as a "military grade nerve agent of a type developed by Russia" known as Novichok. The prime minister has demanded a full explanation on whether the Russians used it or lost control of individuals who carried out the attack.
