The subcommittee heard testimony from artists, state and local officials on the fiscal year 1993 appropriation for the National Endowment for the Arts. The newly appointed head of the NEA recently caused controversy for cancelling grants for artwork that had already been approved by a peer panel reviewing grants for artists. The NEA had already been the center of controversy for a number of years for awarding grants for artists whose art was deemed graphic and offensive to portions of the public.
