In a speech at the Heritage Foundation in Washington, D.C., National Security Adviser John Bolton unveils a newly approved strategy toward Africa. Mr. Bolton highlights three goals of the new strategy: developing trade and commercial ties; countering ISIS and its affiliates; and ensuring that U.S. taxpayer dollars for aid are used efficiently and effectively. "The United States will no longer provide indiscriminate assistance across the entire continent, without focus or prioritization. And, we will no longer support unproductive, unsuccessful, and unaccountable U.N. peacekeeping missions," Mr. Bolton says. close
