National Transportation Safety Board (NTSB) Chair Robert Sumwalt says his agency, an independent federal agency that investigates transportation accidents and makes safety recommendations, missed starting 97 air and surface transportation crash investigations during the recent partial government shutdown. He says the crash sites had to be cleaned up, which has left his investigators without critical evidence to guide their final reports. Those reports, Sumwalt says, would be used to make future safety recommendations. close
