In his first public comments since concluding his report on Russian interference in the 2016 election, Special Counsel Robert Mueller says he was bound by Justice Department guidelines prohibiting the indictment of a sitting president, adding that it would have been unfair to accuse somebody of a crime for which there can be no court resolution. However, Mr. Mueller also says: "If we had confidence the president clearly did not commit a crime, we would have said so." He goes on to say that the report should speak for itself and that it should serve as his "testimony." close
