In a speech at the City University of New York, in which he outlines his own foreign policy vision, former Vice President Joe Biden criticizes President Trump's leadership on the world stage, calling him "erratic" and "impulsive." Mr. Biden, who chaired the Senate Foreign Relations Committee before becoming Barack Obama's vice president, also condemns President Trump's approach to dealing with world leaders like Vladimir Putin and Kim Jong Un and goes so far as to call the president's performance at the 2018 Helsinki Summit with the Russian leader as one of the "most shameful performances" of an American president. "Folks, American foreign policy, I think, has to be purposeful and inspiring. Based on clear goals, driven by sound strategies, not by Twitter tantrums. And the overarching purpose of our foreign policy, I believe, must be to defend and advance our security, prosperity and democratic values that the United States stands for," the former vice president says. close
