Morton Blackwell asks to reverse a rule that the Standing Committee on Rules changed which had been in effect since 1992. Mr. Blackwell's amendment would again allow the grassroots to be able to bring up for discussion items of concern with one signature from ten states. Peter Feaman speaks out against the amendment and belittle's Blackwell's use of language. Feaman never states the need for stiffer requirements for the grassroots to meet which would mean two people from ten states must confront the party leadership to open a subject for discussion. close
