During questioning from House Intelligence Committee Chair Adam Schiff, Lieutenant Colonel Alexander Vindman, the top Ukraine expert on the National Security Council, says he knew he had to report his concerns immediately after hearing the July 25 phone call between President Trump and Ukrainian President Zelensky. "Without hesitation, I knew I had to report this to the White House counsel ... It was my duty to report my concerns ... It was inappropriate, it was improper for the president to demand an investigation into a political opponent." When asked why he considered the President Trump's request to be a "demand," Vindman says that in the military culture when a senior asks you to do something, you are expected to follow through and do it. He says given the power disparity between the two leaders, President Zelensky knew he had to deliver on the investigations being requested by President Trump in order get the military aid and a visit to the White House. close
