Ambassador Sondland outlines his role in carrying out the policy and says he "followed the orders of the president." He also says that there was a "quid pro quo" in Rudy Giuliani's requests of the Ukrainians for investigations in exchange for a White House visit and military aid. Mr. Sondland says he was opposed to the suspension of military aid over the summer and that at no time did he engage in an "irregular or rogue" policy operation and that both the National Security Council and the State Department were fully apprised of what he was doing between May 23 and September 11, when the military aid was finally released following a whistleblower's complaint.
