Justice Department Inspector General Michael Horowitz delivers an opening statement to the Senate Judiciary Committee on his findings on the origins of the FBI's Russia probe in 2016. "We did not find documentary or testimonial evidence that indicated political bias or improper motivation influencing the decision to open his (then-FBI Counterintelligence Assistant Director Bill Prestat's) investigation ... We found that Crossfire Hurricane was opened for an authorized investigative purpose and with sufficient factual predication," Mr. Horowitz tells lawmakers. He also talks about inaccuracies and omissions identified in the FISA application process, which were blamed in part on performance failures at the FBI. close
