Senate Majority Leader confirms reports that he has the votes to proceed with an impeachment trial--once the Senate receives articles of impeachment from the House--without deciding the question of witnesses, which Democrats have been demanding. The announcement means that the Senate will likely follow the precedent set in the 1999 impeachment trial of President Bill Clinton, where the question of witnesses was voted on after arguments from the prosecution and the defense.
