Virginia Governor Ralph Northam (D) says that the northern part of the state closest to Washington, D.C. is currently outpacing the rest of the commonwealth in the number of coronavirus cases and hospitalizations, with Northern Virginia seeing a 25 percent positivity rate compared to 10 percent in the rest of the state. The governor says that in light of this trend, the northern region will see a delay in moving to phase-one reopening. He also says that the key to bringing the numbers down is testing, which he says in trending upward across the state.
