Before delivering prepared remarks on his plan to reopen the economy, presumptive Democratic presidential nominee Joe Biden recalls the shooting dead of nine people at Mother Emanuel Church in Charleston, South Carolina, saying it was a "poisonous expression of white supremacy that still infects our nation and a reminder of the dangers we face as a society if we don't root out this corrosive and deadly ideology."
