Presumptive Democratic presidential nominee says he plans to follow doctors' orders about campaigning in the fall ahead of the November election and says he doesn't plan to hold any campaign rallies. Asked if he is preparing for debates in with President Trump, Mr. Biden responds: "I can hardly wait."
