Respond to a question about the ongoing talks on policing reform, Senate Majority Leader Mitch McConnell (R-KY) says that there are concerns over the number of law enforcement officers retiring rather than face the prospect of individual liability for actions they may take while carrying out their official duties and that the issue remains a "sticking point" between House and Senate negotiators. Senator Tim Scott has proposed that police departments rather than individual officers be held liable instead.
