Defense Undersecretary for Policy Colin Kahl says the U.S. will train Ukrainian troops on four M142 High Mobility Artillery Rocket Systems (HIMARS) for three weeks in Europe before sending them into the battlefield. He says the U.S. has received a specific commitment from Ukraine that the rocket systems will not be used to strike Russian territory, and he says that he believes that the systems will be delivered in time to meet Ukraine's military needs. "We're not seeing the Ukrainian defenses buckle. They're hanging on. But it is a grinding fight, and we believe these additional capabilities will arrive in a time frame that's relevant and allow the Ukrainians to very precisely target the types of things they need for the current fight," Kahl says. close
